Consultation on: Educational support and consultancy, analysis of the results of various activities and preparation of evaluation reports for the advancing equality through human rights education project in Kenya

Context
For over 56 years, Equitas – International Centre for Human Rights Education has worked to advance equality, social justice and respect for human dignity around the world. Equitas is recognized as a leader in global efforts to design and deliver innovative and effective human rights education programs for front-line human rights educators and advocates, children, youth and government institutions. Our tools and methodology enable individuals to shape and share positive attitudes and behaviors, contributing to lasting social change. Equitas has reached over 3.2 million people in Canada and around the world.
Equitas has been implementing the Advancing Equality through Human Rights Education program since 2019 in Haiti, Senegal, Burkina Faso, Tanzania and Kenya. The ultimate goal of the Advancing Equality project is to increase the empowerment of women and girls to advance gender equality. This project is financially supported by the Government of Canada through Global Affairs Canada (GAC). In Kenya, achieving this goal means increasing women’s participation in local decision-making structures. Encouraging women’s leadership enables them to advance issues that have a direct impact on their lives and gives them the opportunity to make significant changes within their communities. The expected results of this project are:
- Greater leadership by women and men to mobilize their communities
- Strengthened collaboration between women’s and human rights groups
- Increased efforts by women’s organizations to engage with decision-makers
Equitas works in Kenya in partnership with Women’s Empowerment Link (WEL) as part of the Advancing Equality project. Created in 2007, WEL is a non-profit organization dedicated to the defense of women’s rights. WEL invests in empowering women and girls to realize their full potential, value and strength politically, socially and economically, and in defending their human rights and right to social justice.
Contract period
August 15, 2023 – March 31, 2024
Mandate
Equitas is looking for a consultant to:
- Support and consult in human rights, human rights education and project evaluation;
- Support for the development and delivery of educational activities and evaluation and monitoring tools;
- Support for data collection, analysis of results of various activities and reporting;
- Support in writing knowledge products (1 best practice and 2 success stories).
Deliverables
The consultant will be responsible for the following main deliverables:
Work plan
- Preparation of a work plan describing how the work will be carried out. This plan will be reviewed by the program manager and the senior education specialist to ensure that both parties agree.
Evaluation meeting (by November 2023)
- Develop and prepare an Evaluation Meeting for the Advancing Equality project in Kenya. This evaluation meeting has a planned duration of 3 days and is to be delivered in November 2023
- Create and lead a Project Evaluation Meeting facilitation team orientation
- Organize and conduct a debriefing session and follow up with the animation team following the Evaluation Meeting to write the narrative report
- Develop tools and materials for post-political dialogue if necessary
Knowledge and communication products
- Develop a good practice (synopsis, writing, editing) according to the schedule and information provided by the Kenya – October 2023 project team
- Support the writing of 2 2-page success stories, highlighting the results
- Support strategic direction for collaboration opportunities, media outreach activities
Evaluation and reporting support
- Support the preparation of the semi-annual report for GAC – September 2023
- Ensure the clean-up of evaluation data following the women’s organizations’ cycle of interaction with duty bearers and after the policy dialogue (follow-up of Performance Measurement Framework (PMF) results, reach count)
- Follow-up on action plans after policy dialogue –> mainly evaluation work (narrative reports, follow-up on PMF results, scope accounting) – August – November 2023
- Support the final evaluation in collaboration with the person responsible for monitoring, evaluation and accountability, including:
- Support for the development of assessment tools
- Compilation and organization of data over the last 5 years
- Data synthesis, identification of trends and patterns –> gender analysis
- Report writing –> with a gender perspective
- Feedback activities + knowledge products for the field (February-March 2024)
- Support the team of intermediaries in Kenya who will carry out data collection activities for the final evaluation of the project
All written deliverables will be in English. The consultant will ensure that the main deliverables conform to other Equitas guidelines and tools in terms of format, structure and length. The quality and content of the deliverables will be assessed by the Senior Education Specialist (in consultation with the Kenya Program Officer).
Activities
To carry out their mandate and produce the expected deliverables, the consultant will be required to:
- Consult with Equitas stakeholders, including but not limited to the Kenya Program Manager, Senior Education Specialist, and relevant project teams, to better understand the organization’s needs in relation to the deliverables related to this consultation
- Review existing manuals and tools recently used in the program
- Participate in online follow-up meetings with the Kenya Program Manager, Senior Education Specialist, to review work plan progress, potential difficulties and/or support needs to deliver expected services
Duration, level of effort and location
Number of contract days: This mandate is expected to be carried out with a level of effort of 50 to 70 working days.
Period of performance
The consultation is scheduled to take place between August 2023 and March 2024.
Location
Remote. It is expected that the mission will take place at home and that all meetings will be virtual. The consultant will provide all necessary equipment (e.g., computer, telephone, Internet, etc.).
Management procedures
The consultant will report directly to the Senior Education Specialist, Daniel Roy, (responsible for approving deliverables and invoices). Equitas will provide the basic documents required for the assignment. The consultant will work closely with the Kenya Program Officer and the Equitas Advancing Equality team.
Desired qualifications
The consultant should have the following experience, skills and knowledge:
- Bachelor’s degree in education, international studies, political science, project monitoring and evaluation or education/formal training in instructional design/program development (or equivalent experience)
- Ability to communicate orally, read and understand documents in both of Canada’s official languages (English and French); and excellent writing skills in English
- Demonstrated commitment to contributing to and promoting a working environment that values diversity, inclusion and equality
- Proven experience in working with a non-profit organization in an advisory or consulting role to help develop educational materials
- Ability to manage time and available resources and work to deadlines
- Knowledge of Kenya an asset
