The Opportunity
Equitas is seeking a highly motivated Senior Fund Officer with a passion for human rights, equality and inclusion, demonstrated experience in grant-making and fund management, and a solid understanding of the LGBTQI2S+ community sector in Canada and internationally. Under the responsibility of the Senior Manager of the Act Together for Inclusion Fund (ACTIF), the Senior Fund Officer plays a key leadership role in coordinating and strengthening grant-making processes, supporting funded partners, and ensuring accountability to the funder.
Working closely with Equitas and Dignity Network Canada, they will support partners in project management, financial oversight, and results-based approaches, while contributing to capacity-building, knowledge exchange, and the overall impact of the Fund.
The Act Together for Inclusion Fund (ACTIF) was established to enhance the respect, protection and fulfillment of the human rights of, and socio-economic outcomes for lesbian, gay, bisexual, trans, queer, Two-Spirit and intersex (LGBTQ2I) persons in countries eligible for overseas development assistance (ODA). The ACTIF is a strong proponent of feminist and participatory approaches that shift the power of decision making to communities themselves. The ACTIF is funded by Global Affairs Canada and administered by Equitas in collaboration with Dignity Network Canada and is supported by two key independent governing bodies made up of LGBTQ2I activists and grant-makers: an Advisory Committee and a Project Selection Committee.
The Advisory Committee provides high level oversight and strategic development of the Fund. The Selection Committee reviews and makes decisions around funding projects. The Senior Manager coordinates the work of these two committees and helps to promote and nurture the participatory models of decision-making.
Tasks and Responsibilities
1. Grant-making:
- Lead the monitoring, and modifications of agreements with Fund recipients and sub-contractors;
- Follow up on existing agreements and play a leadership role in any potential amendment processes (extension, allocation of additional funding, reduction of funding, etc.
- Provide guidance and support to Canadian fund recipients on project management, including on financial management and on the monitoring, evaluation and reporting of project results and activities, and in developing an understanding of funder requirements and expectations.
2. Project Monitoring and Reporting
- Monitoring the financial management of funded projects, including reviewing and validating project budgets, annual budgets, periodic forecasts, and expense reports, to ensure effective grant implementation and compliance with funder requirements.
- Coordinate tracking of project results, analysis of data, identification of challenges and opportunities, potential gaps and strategies to address them, working closely with the ACTIF team and Dignity Network Canada;
- Support funded projects in the development of robust monitoring and evaluation indicators, methodologies and analysis.
- Ensure that performance indicators and targets are being met and remain relevant and in accordance with the project design and work plan;
- Ensure timely submission and quality of reports both externally and internally;
- Support in monitoring project budgets (notably on Equitas project activities) and inform the ACTIF Senior Manager as soon as budgetary changes may be required;
- Undertake monitoring visits with Canadian fund recipients, as required.
3. Capacity-building, Knowledge Exchange and Communications
- Manage the planning, organization, and delivery of the capacity-building activities implemented as part of the ACTIF, in collaboration with the ACTIF team at Equitas and the Dignity Network Canada;
- Support funded projects and partner organizations in meeting the requirements of Global Affairs Canada, as it relates to security, preventing sexual violence, exploitation, harassment and discrimination, results-based management, gender-based analysis and human rights-based approaches.
- Support the implementation of the communication strategy and plan for the ACTIF in collaboration with DNC
- Work with the ACTIF team and Dignity Network Canada to develop and implement knowledge products and exchange strategies and plans;
- Support efforts to document project results, impact, and lessons learned;
- Represent Equitas at conferences, workshops, forums, DNC community of practice, etc. as required.
4. Support organizational activities and processes (internal structure and systems):
- Contribute to ensure compliance with Equitas’s internal policies and procedures
- Actively participate in and support Program Unit processes (reflection/learning processes, planning and monitoring meetings, team-building activities, etc.) and organizational processes (planning and budgeting processes, staff meetings, etc.).
- Perform other duties as determined in consultation with the Senior Manager, ACTIF.
About you
You are passionate about human rights and social justice. You are motivated by and have strong commitment to Equitas’ mission, vision, and values. You are motivated by challenges, and you have proven experience in project management, with a focus on CRM systems or data management projects. You have excellent communication abilities in both French (essential) and English.
What is essential for role
- Eligibility to work in Canada and be based in Montreal.
- Degree in a related field such as Political Science, Social Studies, International Development, etc., combined with a minimum of 7 years of relevant program/project management in the NGO or social sector; another combination of experience and education may be considered.
- Knowledge of human rights – including LGBTQ2I rights and/or social justice issues.
- Commitment to the stated objectives and principles of the Fund as well as Equitas’ values;
- Commitment to fostering a work environment that is inclusive and reflective of the diversity, in particular LGBTQ2I.
- Experience working in a grant-making or funding organization a strong asset;
- Experience working and managing partnerships with grassroot organizations engaged in development and social justice work (in Canada and/or abroad), in particular those working with marginalized communities a strong asset;
- Solid understanding of the human rights-based approach, and gender equality and result-based management principles;
- Strong skills in information management (Microsoft Word, Excel, PowerPoint, Outlook), knowledge of Salesforce considered an asset.
What is an asset to the role
- Working proficiency in both of Canada’s official languages (English and French); and excellent writing skills in English and French. Proficiency in other languages (notably Spanish) is an asset.
- Availability to travel in Canada and/or internationally if necessary
