About Equitas & Dignity Network Canada (DNC)

Dignity Network Canada (DNC) is a Canadian network working to advance the human rights, dignity and equality of LGBTQ2I+ people internationally by strengthening connections, solidarity and collaboration between Canadian and global LGBTQ2I+ movements.

Equitas – International Centre for Human Rights Education (Equitas) is a Canadian human rights organization with extensive experience in human rights education, capacity strengthening and movement-based approaches to advancing equality and inclusion.

Purpose and Scope of Work

DNC and Equitas are commissioning a rapid independent study to document the outcomes of the Act Together for Inclusion Fund (ACTIF), a Global Affairs Canada-funded program they jointly steward to advance LGBTQ2I+ rights internationally.

ACTIF launched in 2020, will have moved $10 million to 66 civil society organizations by 2027, and concludes in March 2027. The study covers roughly the final two years of implementation (1 December 2024 to 15 December 2026) and builds on the Mid-Term Evaluation published in 2025. It is not a formal evaluation.

The Consultant will map project-level outcomes against the ACTIF Theory of Change, synthesize available quantitative data, translate partner narrative reports into higher-level outcome reporting, and produce six concise case studies.

The Consultant will also assess the lessons and outcomes of the Equitas-DNC strategic partnership, and offer a forward-looking reflection on the funding, partnership and movement-building landscape in 2026, so that these lessons can inform future Canadian and international programming and funding models. Strong research skills are required, and evaluation experience is considered an asset.
