At the Heart of Democracy: Equality and Justice for All

LGBTQI+ rights at the heart of democracy

May 17, 2026: International Day Against Homophobia, Biphobia, Interphobia and Transphobia.

This year, the International Day Against Homophobia, Biphobia, Interphobia and Transphobia is held under the theme “At the heart of democracy.” Developed through consultations with LGBTQIA+ networks around the world, this theme reminds us that a truly democratic society is grounded in equality and justice for every person, so that everyone can thrive.

Democracy and LGBTQI+ rights in decline

According to the 2026 V-Dem Democracy Report, almost all aspects of democracy – civil liberties, elections, institutions, and the rule of law – have deteriorated over the past decade. This marks a troubling reversal after 25 years of progress, and these setbacks now appear to be accelerating.

In this context, we are also witnessing deeply concerning setbacks in LGBTQI+ rights across many regions of the world. Anti-gender movements are becoming more visible, organized, and influential, contributing to rising violence and the adoption of discriminatory laws and policies. At the same time, human rights organizations are facing increased political pressure, reduced funding, and a shrinking civic space, all of which limit their ability to speak out and take action.

This intersects with pressures placed on democracies worldwide. Thriving democracies depends on people knowing their rights and having them fulfilled and feeling empower to speak up and shape their communities. To fulfill the promise of democracy we must attain and protect human rights for all. They are the inseparable foundations of societies.

Communities Resisting and Organizing

In response to these setbacks, LGBTQI+ communities and their allies are showing remarkable resilience. Around the world, initiatives are emerging to defend rights, support those most at risk, maintain essential services, and create safe and inclusive spaces. Human rights defenders are strengthening their networks, developing innovative strategies, and building alliances across movements to amplify their collective voice.

Gender Equality: A Pillar of Democracy

On May 17, it is essential to reaffirm that gender equality is neither a peripheral issue nor an abstract principle, but a cornerstone of a living and real democracy. When individuals are excluded, harmed, or silenced because of their sexual orientation or gender identity or expression, society as a whole fails.

For Doug Kerr, Executive Director of the Dignity Network Canada, and Odette McCarthy, Executive Director of Equitas, the message is clear:

“Defending gender equality and the rights of LGBTQI+ people means defending democracy itself. It requires concrete commitments from governments, but also from each and every one of us.”

In the current context of democratic backsliding, Canada has a responsibility to protect and advance gender equality, both at home and through its foreign policy. Canada can play a leadership role by supporting human rights defenders, fostering spaces for dialogue and collaboration, prioritizing long-term funding, and recognizing human rights organizations, networks, and movements as essential pillars of civic life.

Together for an inclusive and participatory democracy

Democracy is not the sole responsibility of states and institutions. Each person can also contribute to upholding equality and justice through everyday actions: staying informed, speaking out against discrimination, supporting inclusive initiatives, and amplifying diverse voices.

On this International Day Against Homophobia, Biphobia, Interphobia and Transphobia, let us remember that democracy is built and defended collectively. Placing equality and justice at the heart of our communities means building a world where every person can thrive, in dignity and respect.
